How Sweden's coalition system works
Majority threshold
175 of 349 seats needed. Sweden uses negative parliamentarism — a government only needs to avoid a majority voting against it, enabling minority governments through "toleration".
Formation rules
After an election, the Riksdag Speaker nominates a formateur (usually the largest bloc leader). The nominee presents a government to the Riksdag — it takes office unless a majority votes against it. If four formation attempts fail, new elections must be held.
What makes this system distinctive
Sweden uses a 4% national threshold for Riksdag representation. The 2022 election saw the Sweden Democrats (SD) become the second-largest party, breaking the traditional red-green vs blue blocs and making SD kingmakers for the right.
